Radio on Petrol Station Forecourts

I've asked before about this subject and can't get anything definitive in reply. Basically I would like to use low power radio (say 433MHz, but whatever...) in relatively close proximity to a petrol filling point.

One would use intrinsically safe techniques and the radiation is definately non-ionising, but although I could imagine that any structure that could form a Hertzian ring spark gap might trigger an ignition of vapours, I would expect the power involved to be far to low to be dangerous.

US Mil specs (Navy) say keep 1W at least 10m from a filling point.... Do we have any studies that show what is likely to be a problem apart from the TV demonstraighted filling of a caravan full of petrol vapour and some 30 mobile phones and ringing them all at once (to no effect)!?
